Good FTP LIBRARY supporting Secure FTP?

I need a library for Windows, not a Java API, to connect to a unix box which demands Secure FTP, Can you name one?

libcurl claims it can.

Rogerborg you could have typed sftp into sf.net just as easily as me. Perhaps even more so!
