This is such an unreasonable request I'd be surprised if Microsoft gave you the source to Windows 3.11!

If you really want your own OS so much write it!

Use linux if you want a free os, Mandrake and Slackware are free, easy to install and easy to use, and irrlicht does work on them.

PS, if you want to use windows software on linux then use a windows emmulator such as WINE http://www.winehq.com/

Does not happen much, but yes! The software was called Allegiance, they even kindly included the source code.
