This project might take some time to get started becouse it's big and im doin other stuff now, but the basic idea is to have a city in 3d, much like the ones in gta with pedestians, cars and buildings. The aim is to blend rts and 3rd person action as you build up and lead a criminal gang with members and properties (drugfactories, borthels etc) to kick other gangs asses or just to press your profits to the limits.
Much of the behaovior-patterns are possible to code, but my main consern is the game-world.
The gta-games are not very moddable and I guess it might be illigal to changt to much and "make a new game" even if non-commercial. But how to make such a large world, with plenty of people and gangs inhabiting it?
Desitions and such of caracters can be lined up but how about graphics? Im not looking for a eye-candy style, but the world must be large and some buildings enterable.
Any thoughts on this? Thanks

Well if I remember right there is the posibillity to make mods to the newer GTAs. I don't know much about it but you might want to have a look at that.

The kind of alterations I need is probably not even close to possible as a mod (I've seen those mods, they are veery similar to the original game), so let's assume I will code a world of that magnitude, how hard would it be compared to for example a RTS? I oviously has no goal to make it as advanced or polished as GTA, that team has like 30 people. I guess in many aspect it would be more similar to a FPS. Im just popping a general question out there.

As you said - your question is just a general question. And the problem is: General questions got a lot of right answers - just depending on the thougts of somebody.
In my opinion it's not realistic creating a game world "like in GTA". Only this sentence shows, you want to make a cool game like the newest GTA. And as you said a huge development team was working on it. Only creating the graphics and model would take at least a year for a one man team...
I don't know you and your skills, but perhaps you should find a team, which works on a project you are interested in. After the experience to complete a game, you probably have another point of view...

The best way, (in my opinion) would be to make your world load in parts. Like has been said, it's going to take a lot of time and skills.
The group I work with, (10 people) have been working on 2 demo games for 3 years and havent finished.
Practice makes perfect tho, so don't let the time element throw you. I've learned a tremendous amount in the last 3 years.

This describes what you're trying to do. You obviously have no understanding of what's involved so start small. Load a very simple world, move a player around and then worry about the more complex stuff later.

It's fun to plan ahead, and that project might get started in a couple of years (or 20...), at least if I continue to do the learning-progress i do now.

Thats how you learn right? Your attitude isn't helping. I don't understand why so many people have the urge to express their biterness over failed projects in the past? For me it's a hobby, I don't code for a living so why comment on how I do it?
I know it's a huge project, no argue there, but at least you can do the design before peps try to sink your creactivity.
Note:
This game will include multiplayer-support, all shader and look better then DOOM3. My cities will be bigger then New York and each unit will have advanced AI. I code, model, script and do everything myself. Give me a couple of weeks. Muahaha!!!
