theres not debugger included in the visual c++ toolkit 2003 or am i too stupid to find it?

The readme.txt file located in the "Microsoft Visual C++ Toolkit 2003" folder/directory, should have that info in a list of everything that "is" and "is not" included. The file also has install instructions.
