SVN2248: octtree broken

The change to enable the HW buffers was made by you. But that's no problem, it's faster on all machines that I've tested so far (even for huge meshes which could benefit from the visibility tests). Moreover, I've added the possibility to use visibility information with VBOs ow, too. So it's ok for me to have this enabled by default. It's just not configurable at run-time so far, due to the missing API calls. But I'm not sure where to put them and will probably have no time to out them into 1.7. On the other hand we still have to fix the q3 thing in the Demo, so maybe I can come up with a solution for both things.
