How do I make Irrlicht.Net.DLL file format?

Irrlicht.Net is no longer developed or supported, Irrlicht.Net Cross Platform is a much more complete wrapper. Please ask your C# related questions on their forums first.

The source of Irrlicht.NET can only be compiled with CVS (actually, the source is in the SDK but there's no project nor solution).
Look at Irrlicht's main page, there's an explanation.
