is here some place where all plugins for irrlicht are collected for downloading?

No... and yes.

There is the TPIM (use search), but no participants yet.

Besides, what's a plugin?

More like, what does he consider a plugin to be.

There are code samples, side projects, Third Party Modules, but there aren't anything that has a plugin style framework that attaches into irrlicht, like a converter plugin for Milkshape or Photoshop.
