XNA / DirectX SDK ?

is XNa / DirectX SDK better than irrlicht ?

and is it easy also ?

Those are different things.
The prior is a SDK for Windows, while the other is cross-platform.
DirectX IS in Irrlicht, but not fully exposed (tough you can modify Irrlicht for it to be).

If your main target is solelly Windowsor XBox, then it is likelly working with DirectX will give you faster result, once you get the basis. Then again, only half the video cards are optimized for DirectX, the other half being optimized for OpenGL, which is also included in Irrlicht. Read a bit, compare features, be sure of what you WANT and CAN do, then pick accordingly ;)

my main target is developing Windows Games / Applications.

is irrlicht ok for that ?

It was already done, so probably yes. Your requirements are so vague that even batch files might still match them. If you want some useful answers you should exactly describe what you expect to get and what you require to have. Then we can tell if if Irrlicht contains it or how complex it would be to do it on your own.
