I don't know, but maybe there's a chance to help if you tell which client you are using (mirc, xchat) and if you get any connection error. Some irc-servers expect for example some sort of ident and refuse to connect otherwise. I'm not exactly sure how to enable that in windows, but I think in some clients this might be an option.

Since your linux box is connecting, your ISP and router aren't the problems, so that makes things easy (no firmware or customer service reps to deal with.)

That outlines most major problems.
The most likely culprit is some other software, probably a virus/spyware/adware scanner.
Open up your taskmanager and mIRC, try to connect, then start killing non-system processes one at a time until you can connect again. Note which processes you kill, and when you find out which one is blocking your irc access, you should be able to google a specific solution for that software, or delete that software entirely.

i *hate* norton, mcaffee, and all the rest of the idiot-ware antivirus systems which think it's just great to run quietly in the background, doing random things and never telling the user, while eating up all system resources, and blocking dangerous activity, like browsing the web, using any IM client except M$N messenger, and irc chat.

I do like using antivirus software, but its always on manual instead of auto-pilot.
