Sure, together with irrlicht 0.13. However, I cannot tell when this release will be done.

i think v.13 it's still going to be in a wrapper form, though

Do you have ANY IDEA how complex it would be to convert the engine to .NET ?! I really think that there is no problem to have a c++ Core-Engine and a lightweight .NET wrapper...
If you are so interested in a pure .NET Version.. mhh... do it yourself...

As a sidebar if anyone is interested in the "port vs. wrapper" question:
The Axiom Engine
http://realmforge.com/ is ported to C# based on the OGRE C++ sources and OGRE is certainly more complex at this point in time than Irrlicht is. No offense in any way intended to Irrlicht.
The is also a .NET wrapper for Ogre discussed at this wiki:

Personally, I'm getting up to speed on C# and see it as the path to success for my naval simulation with Irrlicht. I'll hopefully be able to contribute something to the Irrlicht.NET effort in the future as well from my C# experiences.
