The Direct X update did something... several things really...
Load up Internet Explorer. Remember, even though it should just be a browser, it unfortunately has a direct link to Windows XP, and thus certain options that should logically be elsewhere, can only be found there.
Anyway, Internet Explorer, click Tools, Options, and then Advanced. Scroll down to the last section of checkboxes labeled Security.
Uncheck the first and third checkboxes. They read:
Check for Publisher's certificate.
Check for signature on downloaded programs.
I'm fairly certain its just the first one causing problems, but my notes listed me unchecking both just in case.
This actually works.
Apparently it tries to connect to the net to check for the publisher's certificate on any new program you create that doesn't have whatever... you get the point.
Also, if you have DirectX 9 installed, you might have gotten this irritating debug thing that causes you problems when you aren't even using Visual C++. To find out how to turn it off and other useless things, and make Windows XP load up without all that garbage, check out my topic here:
