if you remember the frst milestone was a demo video. It is still way ahead of the milestone due date. Even though the milestones are not required, it's good to have so you can get feedback from community.

Unless there are a bunch of really stealthy teams out there who are already so replete with competent devs that they don't need to recruit any more members, then there's only one credible entrant so far:

Merciless Development.

They're using Source SDK (good choice), and have a track record of producing mods for it, including a racing mode. I'm ready to call this competition already. Whether they bother to complete it (for a measly $100K) is another question, but I can't find any evidence that there's any other team actually working on it.

besides Merciless there is 10 more teams registerd on MC (1 team is not associated and 1 team doesn't count). Some of them are kept private. Some are using "big" name engines as well. I have been in contact with at least 5 or 6 teams so far. So I think it started to pick up.
I will be testing some of the entries soon (i hope) and will let you know. BTW you are welcome to join our teamspeak advisory board meetings. I can email you the details. We have at least 1 team participating on all meetings.

Mmm. They're keeping a very low profile then. That's actually a smart thing to do, of course.

Some might be required to keep everything private (agreement with engine provider). But actually it's better to be open (to some extent). Because it's very good for team to receive feedback from community (over all community will pick the winner). Since the design is not done all the eway yet, some teams needs final answers on some things and they can bring it up on our AB meetings and we createa task for community to get "final answers" for the teams. Plus teams can also have quite a big "say so" in design process since they are the one to implement it. Like I said before come and join us on the meeting to see for yourself.

If a GM candidate were available today, it would take 6 months just to test the functionality specified by the existing design. Given that there's only ~230 working days to go before the deadline, I don't really can't the community design playing much of a part in determing the contents of the final submission.

At this point I'm not really sure how the voting will be done, but there will be 5 finalist (teams) approved by dp

In the rules state that teams have to followthe community design, then if teams participate in desgin there is a chance that final decision on certain pieces might be affected by them.

As you could see with 1st milestone submission we are little behind schedule, so deadline dates might get extended. And also some features (listed in design doc) could be stripped out (that's why is important feedback from dev teams). Those feature will not get left behind, but will be implemented further down the road.
It is still not too late to enter.
