Where can I find?
I'm looking for a game engine I can load a few Quake III maps into and hopefully add a in game log in command, where it will access a money value, and you can buy (spawn) items for you, or rent a room (spawn a key)...
Is there a prepackaged package using the Irrlicht engine that already has all the ability I'll need to load the map and hopefully just make a few changes to change weapons or inventory?
(I know there is a demo that lets you walk around a map but I was hoping maybe a little more.)

And for the sake of customization. If you build your own game engine, the engine is built around the way you want it to function. But yes, MasterGod's link is a place to start. Also take a gander through the projects forum and see if anything catches your eye.
There's also irrWizard which is a sort of game engine made with irrlicht, i think it's quite out of date now though... And i don't know if it would provide all the functionality you require but it would help you get off the ground.
Basically i don't think there's anything quite what you're after, nothing provides all your requirements and will require you to do a fair amount of coding so if you're not happy coding C++ and 3D graphics then google for a game maker/engine.

No. AFAIK, there is no game engine or game builder toolkit available, anywhere, that has that level of specificity in it. Your requirements are your requirements. I'm not exactly looking for anything strictly quake III, I've just seen it edited almost to a working level, to make a type of single server RPG with some stuff to do on the map, money, ... other stuff, sort of a RPG. I know a MMORPG is well out of my range, and it's not what I'm going for anyway.
I've seen Reality factory in my long search for a fair engine I could work with in a reasonable amount of time and it seems a little to dumbed down for me.
The rule that seems to apply to me in new programing forums is
You always know a little more than they think you do, and a little less than you'd like to.
Anyway, I'll look around for some resources to jump start my game, however I really am looking for some type of package that already has a network code already integrated.
