What are the most basic, least bells and wistles low end joystick specs I should be developing for?

2 axis, 2 buttons is the minimum I've ever seen a joystick.

2 axis, 8 buttons, plus start and reset button.

I'm with dark_kilauea, 2 axis and 2 buttons at a bare miminum.

A joystick / Joypad would be pretty darn useless if it didn't even have that much (unless its got a dpad, making it no axis and 6 buttons)

Dpads (in the devices that I've tested) seem to be treated as hats, i.e. either generate explicit hat events, or extra axis events.

I have a joystick and a gamepad, the pad has a Dpad treated as a hat, and two analog sticks. The stick has three axes two for the main stick and one throttle controll. What specs does irrgheist racing use?.
