I would say Blender for nocost and 3D Studio Max for highcost.

Bear in mind that this question is like asking "What do I need to make a picture?", people will say "oil paint, canvas and brushes" but what you really need is experience!

I'm still playing with crayons, I use Wings3D and Milkshape. :D

For this you'll need at least 3D Modeler, with at least some animation and UV mapping(Textures) capabilities.

Then for this software you'll need an exporter for the format chosen.

Software that could be used:
- Blender (Free, as lot of support and exporter, but lot of stuff to learn since it's a big package)

- 3DS MAX (Industrial quality modeling and animation, very costly, lots of things to learn)

- MAYA (Same as qualities 3Ds max but even more expensive, used on movies and games)

I could mention a lot more, but your best choice would be to look at the free one first if you don't know any of them. Then check for an exporter for them.

The format you mentionned was used in Quake II and doesnt support bone animation, it's pretty limited. I'd recommend that you use .B3D (Blitz 3D) or .X (DirectX) mesh format with IRRlicht (Also if you make levels, you could use .BSP for the map (environnement))
