All those level creators with links from the wiki seem to be for indoor maps.
What about free terrain makers.Blender is a good 3d modeller,but not so good for heightmap-based terrain creation.There are some commercial world creators,but looks like there isnt a free heightmap creator out there,or is there?

There's terragen which is free for personal use... Not sure if the terrain it generates can be used in Irrlicht though... Very nice for making skyboxes though!

No,terragen generates the terrain with some given parameters,i want to make the terrain myself,with my own textures and something like Blender scult tools,but with realtime 3d window with textures renderered,plus texture splatting and loading object like rocks,trees in several given places...[/list]

You can use E On software Vue. You can get the heightmap from your terrain, even in the PLE version.

I'm using Freeworld3D (30$) and you can model whatever terrain with it, textures + lightmap etc
[edit, posted too fast] and it exports heightmaps.
There are like roads, water and other things but I haven't checked that out yet, still the base functions really lets you make nice terrains).
