If you can't afford MS VC++, then install Linux and use the GNU compiler; it's all free!

Linux is great.
But if you dont want to migrate from Windows, you could use MinGW.
Gcc for windows.
But learning Linux would be good for you.

MingW has some other approach, than beeing a GCC for Windows. It is intended to compile Unix Code for the Posix Layer of Windows. I don't know if thats a good enviroment for games?!
