I was wondering if you could use irrlicht.net to make pocketpc apps using pocket c#?

Will this then work on visual studio applications (or equivalent)with "smart devices" and then copied to the pocket pc? Basically, what limitations does the .net dll have? Does it need opengl ES compiled in it or can it just have the opengl ES dll in the same dir? Thanks for clearing this up.
