Resuming downloads with SVN

Couldn't find any resources on this, include the documentation, but how do you resume downloads with SVN?

I started downloading Irrlicht with it yesterday. Ran the same command to resume today, got an error saying something about a lock file and to run svn cleanup.

I did that, playing around with the options that svn help cleanup listed, but I kept getting an error stating that 'svn: '.' is not a working copy directory.'

And while I was typing this I got two more error messages. After it downloaded opengl.psh I got the following:
svn: REPORT request failed on '/svnroot/irrlicht/!svn/vcc/default'
svn: REPORT of '/svnroot/irrlicht/!svn/vcc/default': Could not read response body: Secure connection truncated (https://svn.sourceforge.net)

F:\SVN>
Is there any way to salvage this? Or is there any way I can just get the 1.3 dlls, libraries, and include files? A member already gave them to me, but the zip file was corrupt and it's no longer available.

SVN doesn't seem to be working for me and unless I can get Free Download Manager to run from a removable disk downloading the full distribution isn't an option.
