What is a good FPS value to achieve ?

What is the FPS big professional companies can achieve ?
What is good or the minimum to have ?

I believe 30 is the minimum, and 60 is ideal.
But there are no writen rules about this, it just depends on the game.

For example, you would want a strategy game to have as many fps as possible, for a smooth gameplay, but a game of solitaire only needs a few.

30fps is the rule of thumb I use. That's what NTSC video (VHS tapes, low-def TV) is. I suppose you could also aim for 25fps (PAL). Much lower (say, < 15fps) and your video starts turning into a slide show.

If you have vsync on, you should top out at the refresh rate of the monitor, (60 - 75 fps).

what will happen if the fps value too high? let's say 200~500. will it lead to artifacts?

there is no sense in running a game with 200fps if your monitor only updates 70 times a second. You won't notice the other 130 frames.
