Steam pre-loading

Okay, I kind of know what steam is, but what do you mean by pre-loading from steam?

Does that mean that you can download parts of whatever you're downloading, and get the stuff that hasn't been finished yet later?

You can download the full game, but can't play it until you buy it

Yes, that is how steam works.

Pre-loading means that they are placing a locked copy of the game that isn't out yet onto your drive ahead of time.

When the game is released, those files will be updated with any other critical files and be unlocked if you have purchased the game.

The pre-loading helps smooth out the bulk of the data to be sent out so that when the game is released, your servers don't get overloaded.
