DirectX bundled with dev-c++ dll

Hello,
Can one of you say to me, why in the irrlicht.dll for dev-c++ is only Software and OpenGL support?
Can't there be a bundled DirectX Driver in the dll? Like the visualStudio dll.

I know, my question is, why doesn't come it bundled like in visualStudio?
WHen I try to compile the code I get some errors.
