2D monitor as 3D monitor?

Is there a way to do this? It should work in theory, because if you have a 2D monitor, it could become a 3D monitor with half the refresh rate, right? How do you find the refresh rate in Windows?

First what kind of 3d are you talking about? If you are talking about 3d with shutter glasses then you have to do more than just halve the frame rate. I am no expert when it comes to this, but I don't think your plan will work. Sorry.
