Firefox easily beats competition. Not only is the addon framework excellent, the theming support is still better than others. Opera would be my second choice, although I find that it renders some pages rather unusually. IE 6/7 are definitely the worst choices, since both contain many bugs, support ActiveX, and have many rendering problems.
