I've seen tutorials on how to make these using a reflective sphere, you go outside (or stay inside if you want a skymap of a room ) and then plonk down the reflective sphere you have and then stick the camera directly above it and take a picture. You then of course have the camera reflected in the shot so you then have to photoshop it out but you then end up with a skymap. Someone on my robotics course in my final year of uni made a robot that could see 360 degrees with this method.
