It's called paint.net. It has some interesting features like layer management, effects, png transparency, etc. Only saves/opens jpeg,bmp,png,gif,tiff and its own native format (no TGAs yet). It's like windows' Paint but with some pro features. A nice program to have in our arsennal.

2 versions for downloading, one with the .net framework1.1 included and a smaller one in case you already got it installed.

cool, good program when you don't want to use GIMP.

It prolly doesn't have as many features as The Gimp, but it works perfectly to get some sophisticated results in a few steps.

Your right it is missing a few features. It, however, is much better than MS Paint/Paintbrush though. I think it is a nice step up from that program :D
