It's called paint.net. It has some interesting features like layer management, effects, png transparency, etc. Only saves/opens jpeg,bmp,png,gif,tiff and its own native format (no TGAs yet). It's like windows' Paint but with some pro features. A nice program to have in our arsennal.

It prolly doesn't have as many features as The Gimp, but it works perfectly to get some sophisticated results in a few steps.

Your right it is missing a few features. It, however, is much better than MS Paint/Paintbrush though. I think it is a nice step up from that program
