I tried GIMPShop, but to tell you the truth, even after being an avid Photoshop user, regular GIMP was easier to use than GIMPShop... it's a good attempt, but not quite as useable as I would like. What's photoshop going for these days anyways? It's so expensive, but it is kinda the best for texturing.

Twisted brush LE version , pixia, open canvas free old beta, Art Weaver, and Art rage, are usually great for sketching. But for more powerful photo and texture editing, imo is better Gimp even if is painful for and Aodbe PS user like me. Anyway, just in terms of horse power, is more featured Photoshop...and tons easier for Windows users.
But indeed, at companies where no bucks, I tend to use gimp, blender, wings...u can do loads with em. but by far is not the same. I'd be able to do a full featured project with them, maybe not th every latest tech hypes. And sure not as fast, by far.
But they'r quite powerful already.
Funnily , once u know em well, they have some features that work bbetter than the big boys ones...but not too many.
Gimp is really powerful...like with Blender, is very hard to find a so complete package for free... And even less if speak about multi platform software....

Oh, Ultimate Paint freeware version, and Paint.net are nice finds too...again, quite basic.
